Corruption

REGIONAL ENTERPRISES’ BUSINESSMEN DISPLEASED WITH ADMINISTRATION

"Small and medium enterprises businessmen in Armenian regions are displeased with administration, tax policy and corruption", ProSME Deputy Director Anoush Aslanyan told journalists. ProSME is a project of the German Agency for Technical Cooperation (GTZ) in Armenia - implemented by PEM Consult GmbH, Dusseldorf by order of the Federal Ministry of Economic Cooperation and Development.
According to her, four surveys were conducted among regional businessmen and majority was displeased with officials’ workstyle.
"This year the main impediment for businessmen was administrative vices. The businessmen complain about large authorities of state regional bodies on control."
Aslanyan outlined the superficial level of regional businessmen’ knowledge of legal issues. In order to remedy situation ProSME through German PEM company provides free legal advice services to small and medium undertaker. Starting 2010, the development promoting project will be handed to GTZ Armenian office.
James Macbeth Forbes, GTZ local office Team Leader informed that he cooperates with RA Ministry of Territorial Administration, administrations and municipalities for several years to improve the service quality. "I cannot unambiguously state that all our programs are successfully ended, but at least 80% registers positive result", he stated.
According to Forbes, German Government decided to allocate Armenia â € 100m as a loan and grant.

REASONS OF CORRUPTION

Transparency International anti-corruption centre issued a statement in connection with UN International Day for the fight against corruption. The statement in particular runs that Armenia remains within the most corrupt countries of the world. Since 2003, entrepreneurs and experts assess Armenia as a country which does not record progress in combating corruption.
Transparency international issued other indexes in June, in accordance with which the 43 percent of the Armenian citizens, participated in the survey, gave bribes and the 48 percent assessed as ineffective the governmental initiatives to struggle against corruption although some measure taken.
In particular, the RA authorities adopted a series of legislative and statutory amendments against corruption, the Control Chamber disclosed financial abuse in state bodies, officials are called to responsibility for acts of corruption, the public is informed about the negative impact and so on.
So why is however Armenia among the countries with high corruption risks ?
The reasons are clear. Total corruption cannot be overcome without recourse to justice those who stand at the head of the pyramid, without disclosure of the actual state of high officials and their families, without struggle with the fusion of public and economic interests, without the involvement of the oligarchs in the tax field, the fight against the artificial monopolies, without justice and universal equality before the law, without promotion of fair elections and healthy political competition, without guarantees of freedom of speech and press, fundamental rights and freedoms.
And yet in our country the main problems are ignored by both the government and their sponsors, and our society tolerates injustice, lawlessness and immorality, corruption in Armenia will continue its destructive invasion, exacerbated by economic and social crisis, the statement says.

PREMIER ABOUT CORRUPTION

The Prime Minister Tigran Sargsyan assessed the strategy of the government in combating corruption in three main spheres. The first sphere is the governmental members.
The premier said that first of all, we need to be strict towards high-ranking officials the best way of which is the transparency in their actions. According to the premier, the government must start struggling against the evil from itself. The government introduced a draft before the National Assembly, in accordance with which the activities of 500 officials have to become more transparent. A commission enjoying the trust of the society composed of honorable people should be set up. The second main way are institutional reforms concerning public administrative bodies. The government is engaged in the second phase of changes of the governmental system. It aims at activating state officials and workers, creating motivation factors enabling to promote, fair, smart workers, noted Tigran Sargsyan.
The Armenian Prime Minister Tigran Sargsyan believes one of the main causes of corruption is the mood of the society.
Serious transformations are needed. Society is not engaged in an aggressive fight, but it is tolerant to corruption, the premier said.
According to Tigran Sargsyan, the study suggests that corruption is not among the top five issues that concern the society. This is a serious signal, because corruption is the main obstacle to building a legal country.
