Plenary Session of the BSEC’s (Black Sea Economic Co-operation)- 27th Parliamentary Assembly.
Participating countries of the session were :
Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Turkey, and Ukraine. Serbia and the new Republic of Montenegro were absent.
Armenia presided the organization for the six first months of 2006 and the next six months the Presidency will be held by Azerbaijan.
- Action Plan Policy Related to the European Neighbouring countries.
According to the European representative in South Caucasus, the action plans with Armenia, Georgia and Azerbaijan will be signed soon. With Georgia, minor issues are left to close the negotiations. Concerning Azerbaijan, because of differences on the issue of Karabagh, the negotiations bear some difficulties.
The European Union wants to adopt the bilateral Action Plans of the three countries simultaneously. These plans will bring reforms in political, economic, judicial fields, as well as in production, energy, and will promote relations in marketing.
- The Development of Aras in IRAN.
The Iranian Parliament ratified the plan for the development of a free zone in Aras, a region bordering Armenia and Azerbaijan. This plan aims to attain the following objectives : accessibility to the Central Asian markets, new opportunities for exportation, attract foreign investments, development of railways extending to China and Russia, development of tourism, creation of new jobs, and co-ordination of safety measures in the north-western part of the country.

According to this annual report, which specializes in research of arms marketing states that Georgia has multiplied its expenditure of arms by 2,5 times in 2005. Similarly, Azerbaijan has increased 51%, while Armenia by 23%. In case of Georgia, this sharp increase in armament, may explain its wish to join the NATO forces or it could be an intention to invade Abkhazia and Southern Ossetia.
